1998-1999: exploiting and experimenting WBSA's norms for individual identification .2000-2001: expanding the WBSA's norms for individual identification to the countries where the trustees come from in order that the total quantity of countries or regions would come to 40, and the number of individuals is involved above 30,000.

2000-2001: exploiting and experimenting WBSA's norms for enterprise identification on the basis of the WBSA's norms for individual identification .

2002-2003: expanding and applying the WBSA's norms of enterprise identification in the countries where the trustees come from in order that the norm-generalized countries and regions amount to 60 and the total quantity of the generalized enterprises is above 10,000.

2004-2005:generalizing the norms to the countries where the trustees come from the WBSA's norms for institution identification in order that the norms-generalized countries and regions total 70 and the amount of the institution is above 10,000.
