WBSA's trustees in the different countries will take responsibility for drawing up the WBSA's norms, standard experiments and generalization schemes. After being sanctioned by the WBSA, the trustees will be in charge of setting up the state or regional WBSA's advisory bodies and they are also responsible for organizing those advisory bodies to put concrete details into operation after being licensed by the WBSA. WBSA will concretely controlls its regulations and standardized qualities through awarding the four kinds of identification and providing the technology for linking databases.

The fee that WBSA charges for identification is low, for it is a welfare organization which can not make profits; what's more .the fee will be decreased gradually with the increase of quantities of identification.

With the aggrandizement of the WBSA's influence and the potentialization of the functions of the advisory serving, the advisory fee would be going up gradually, however, which has nothing to do with the WBSA, for it does not interfere with the rate scale of the business advisory in different countries.

WBSA designates an independent agency to generalize the WBSA's norms and standards by the law forms of concessionary running in every country. The agency must be under the leadership of the WBSA's council; the state agency may build up the region or city advisory body by the legal way of reconcession or the business way of investing directly, which must also be sanctioned by the WBSA. The regional or city advisory body must be led by the business planners who have WBSA's identification.

The different level advisory bodies in each country should make application to the WBSA's council if they need the support in the circle of the decision-making or the practice during the course of carrying out the international scheme activities.
